The United States Coast Guard Auxiliary was created in 1939 by act of Congress as the civilian volunteer component of the United States Coast Guard. Its mission supports and augments the work of the Coast Guard.

With over 30,000 members, the USCGAUX is the largest volunteer organization within the U.S. Department of Homeland Security.

Boating and nonboating adults are encouraged to join. Membership is open to all adult citizens of the United States and its territories age 17 and up.

The Lower Manhattan Flotilla (Division 5/Flotilla 53) is an active participant in a variety of non-law enforcement and non-military programs. Search and rescue missions, harbor patrol, air operations and boating safety are just a few of the areas open to qualified volunteers. Training is provided.

Flotilla 53 meets every month at the USCG Battery Park building at the foot of Manhattan near the Staten Island Ferry.
